The 4:3 ones are not differently cropped. They are the same 16:9 frame with black bars padded on top and bottom.
Why is there no HD version for some videos?
maxresdefault only gets generated when the source was at least 720p, so older uploads, low-resolution videos and some Shorts never got one. YouTube answers those requests with a 404, and this tool marks that card unavailable instead of showing you a broken image or a grey placeholder. hqdefault at 480 × 360 exists for effectively every public video, so it is the reliable fallback.
Is it legal to download YouTube thumbnails?
The honest answer has two halves. A thumbnail is a creative work and is copyrighted the moment it is made, so the file is not yours. But saving a copy to look at, compare, or reference while you design your own is ordinary research, and it is what this tool is for.
